Why Dave Powell?

The Commissioner of Insurance in many other states goes beyond being just a regulator and that is something Dave wants to add to this office. For years the people Dave has worked with have taught him to be an innovator. He wants to bring new ideas and programs to our state to help ALL Kansans. There are many changes to current Kansas statues that can and should be made to help improve insurance in our state. In addition, there are suggestions that can be made to help guide insurance carriers in developing new products and services, to make changes to current offerings and, in other words, adapt programs that are designed for consumers to make their coverage more comprehensive in meeting their needs, while maintaining or lowering costs.

Dave has worked with legislators in the 2008 and 2009 sessions. He has concentrated on health care reform. His goals have been to find ways to reform health care using innovative approaches to help reduce state spending. Additionally he has addressed potential modifications to current Kansas Insurance statutes that could also reduce premiums and improve coverage, with no increase in taxes!

The next two sections of this portion are a summary of the 2009 statute changes and the actual changes that were submitted for consideration. Many were reviewed by committees in the legislature and several were reduced to bill form for consideration. As with all legislation, there were other provisions added and some parts were not included in the considered bills.
